Compare IRCC-ready plans for parents visiting Halifax and buy online. Premiums are the same as anywhere in Canada.

For families in Clayton Park, Fairview, Bedford, Dartmouth, Spryfield, Lower Sackville and across Halifax Regional Municipality. This page covers what is specific to Nova Scotia: why MSI can't cover a visiting parent, what Nova Scotia hospitals and ambulances charge visitors, which date starts the policy when parents connect through Toronto or Montréal, and where Halifax's emergency departments are.

In short, for Halifax families

Nova Scotia's health plan (MSI) is only for people who are not tourists, transients or visitors, so parents on a Super Visa need private insurance: at least $100,000 of emergency cover, valid one year from the day they enter Canada. Most parents land first in Toronto or Montréal, and that date starts the policy. Nova Scotia Health bills visitors a daily rate plus doctors' fees, may ask for payment in advance, and a ground ambulance costs a non-Canadian $1,099.35. Premiums are the same in every province, and Pankaj is licensed in Nova Scotia.

Why MSI won't cover a visiting parent in Nova Scotia

Nova Scotia's eligibility rules are short and clear. Four conditions must all be met, and visitors fail the last one by definition.

1

"Not a tourist, transient or visitor"

To be eligible you must be legally entitled to remain in Canada, make your primary home in Nova Scotia, be in the province at least 183 days a year, and not be a tourist, transient or visitor. A Super Visa parent is a visitor, however long the stay.

2

Visitors pay their own costs

Nova Scotia Health says patients without a valid health card are responsible for the cost of their care and may have to pay for some services in advance.

3

Doctors bill on top

The hospital's daily rate does not include doctors' fees. Physicians may bill your parent directly, so one stay can produce several bills.

Connecting through Toronto or Montréal? Check the start date

Most parents reach Halifax Stanfield International on a connecting flight. The border officer admits them at the first Canadian airport, and IRCC counts the year of coverage from that date of entry, not from the day they land in Halifax. Halifax is an hour ahead of Toronto and Montréal, so check the local date on each leg.

What a visitor pays in Halifax: published fees

Nova Scotia Health publishes its visitor rates in a pamphlet, "Hospital Fees for Out-of-Country Visitors" (updated May 1, 2026). Its web page explains how the charges work; the amounts below are the ones published online.

ChargeAmountSource and notes
Ground ambulance, non-Canadian$1,099.35Nova Scotia Ambulance Fee Regulations; insured Nova Scotians pay $146.55
Hospital stay, Nova Scotia HealthDaily rateCovers the room, meals, X-rays, most drugs, tests and blood work; excludes doctors' fees and some high-cost drugs and tests
Outpatient or emergency visitFacility feePaid at registration; extra charges by level of care
Private or semi-private room+$210 / +$170 a dayNova Scotia Health, on top of the standard ward rate
Adult ward bed, IWK Health$4,425 a dayIWK non-resident rate (rates as of April 1, 2026); IWK is Halifax's women's and children's hospital
Fees are in Canadian dollars and subject to change. Ask Nova Scotia Health for the current pamphlet before a planned visit.

For example, suppose your father is admitted for three days after a fall on an icy Dartmouth sidewalk. You would expect an ambulance bill, a Nova Scotia Health bill at the daily rate, and separate bills from each doctor. Coverage of $100,000 is the IRCC minimum; many families choose more.

Payment in advance: because Nova Scotia Health may ask visitors to pay for some services up front, call the insurer's 24/7 line as early as possible. It can contact the hospital and arrange payment where it can.

Overnight, when Cobequid is closed, Nova Scotia Health directs patients to the Halifax Infirmary or Dartmouth General. Check nshealth.ca for current hours and closures.

911 first for anything life-threatening. For minor problems, call the insurer's line first; it may direct your parent to a clinic.

Coastal winters, day trips and the Maritimes

Freezing rain and icy hills make winter falls a common risk in Halifax and Dartmouth. The deductible usually applies per claim, so think about it before choosing the cheapest option.

Peggy's Cove, the Annapolis Valley, Cape Breton and trips to PEI or New Brunswick are all in Canada, so the policy covers your parent there. Walk carefully on the rocks at Peggy's Cove, and read the plan's exclusions before any adventure sport.

Questions Halifax families ask

General questions are in the full Super Visa insurance FAQ.

Can my parents get MSI while visiting Halifax?

No. Nova Scotia excludes tourists, transients and visitors from MSI, and a Super Visa parent is a visitor.

Eligibility also needs a primary home in Nova Scotia and at least 183 days a year in the province. That is why IRCC requires private insurance.

Can an advisor outside Nova Scotia sell us Super Visa insurance?

Only if they hold a Nova Scotia licence. Pankaj Bhatia is licensed in Nova Scotia as well as Ontario and five other provinces.

Halifax families compare and buy online here and get documents by email for the IRCC application. Questions, refunds and claims are handled by phone, WhatsApp or video call.

My parents fly to Toronto, then to Halifax. Which date starts the policy?

The day they land in Toronto, where they first enter Canada.

IRCC requires coverage for at least one year from the date of entry. Use the entry-date checker, and remember Halifax is an hour ahead of Toronto.

Will a Halifax hospital ask my parent to pay up front?

It can. Nova Scotia Health says patients without a valid health card may have to pay for some services in advance.

Call the insurer's 24/7 line as early as possible so it can talk to the hospital. Keep every receipt if you do pay, for the claim.

How much is an ambulance in Nova Scotia for a visitor?

Nova Scotia's regulations set $1,099.35 for ground ambulance for people who are not Canadian, against $146.55 for an insured Nova Scotian.

Visitor plans usually list ambulance services as covered emergency care; check the policy wording.

Is the Cobequid emergency department open at night?

No. Cobequid Community Health Centre's emergency department is open 7 a.m. to midnight.

Overnight, Nova Scotia Health directs patients to the Halifax Infirmary or Dartmouth General. In a true emergency, call 911.

Is Super Visa insurance cheaper in Nova Scotia?

No. Insurers price on age, health, coverage and deductible, the same across provinces.

Price tables by age are on the Super Visa insurance cost page, and the live quote above shows current prices.

What does the Nova Scotia Health daily rate include?

The room, meals, X-rays, most drugs, tests and blood work.

It does not include doctors' fees, telephone and TV, or some high-cost drugs and tests. A private room is $210 a day extra and semi-private $170. Fees can be higher for special services and high-cost procedures.
