Super Visa insurance in Winnipeg, from a Manitoba-licensed advisor

For families in the Maples, Tyndall Park, Garden City, Amber Trails, Waverley West, Transcona and across Manitoba, including Brandon and Steinbach. This page covers what is specific to Manitoba: why Manitoba Health can't cover a visiting parent, what Winnipeg ambulances and hospitals publish as charges, which date starts the policy when parents connect through Toronto, Vancouver or Calgary, and the difference between Winnipeg's emergency departments and urgent care centres.

In short, for Winnipeg families

Manitoba Health lists tourists, transients and visitors as not eligible, so parents on a Super Visa need private insurance: at least $100,000 of emergency cover, valid one year from the day they enter Canada. That is usually the day they land in Toronto, Vancouver or Calgary, not Winnipeg. In 2026 a City of Winnipeg ambulance costs $1,100 outside the Manitoba-resident rate of $250, and doctors' fees are billed on top of hospital charges. Premiums are the same in every province, and Pankaj is licensed in Manitoba.

Why Manitoba Health won't cover a visiting parent

Manitoba's own eligibility page settles it. Three points matter for Super Visa families.

1

Visitors are named as not eligible

Manitoba Health lists tourists, transients and visitors among the people who are not eligible for coverage. A parent or grandparent on a Super Visa is a visitor.

2

Eligibility needs status and residence

Coverage is for citizens, permanent residents, certain work permit holders (12 months or more) and protected persons who make their home in Manitoba and are there at least 183 days a year. A visitor record isn't on the list.

3

Your card can't be shared

Your Manitoba Health card and workplace benefits cover you and your eligible family members only. A visiting parent needs a policy in their own name for the whole stay.

Connecting through Toronto, Vancouver or Calgary? Check the start date

Parents from overseas usually reach Winnipeg Richardson International on a connection. The border officer admits them at the first Canadian airport, and IRCC counts the year of coverage from that date of entry. If they connect in the US and fly straight into YWG, Winnipeg is the point of entry.

What care costs without Manitoba Health: published Winnipeg rates

In Winnipeg, both the city's ambulance rates and a hospital rate sheet are public. The hospital figures below are what Victoria Hospital lists for uninsured Canadians; a visitor from outside Canada should ask the hospital or the insurer for the non-resident rate.

ServiceChargeSource and notes
Emergency ambulance, with transport to hospital$1,100City of Winnipeg 2026, "Other" category; Manitoba residents pay $250
Paramedic treatment, no transport$424City of Winnipeg 2026, "Other"; Manitoba residents pay $250
Urgent care visit$440Victoria Hospital, uninsured Canadians, 2024-2025; diagnostic imaging extra
Hospital room, regular ward, per day$1,139Victoria Hospital, uninsured Canadians, 2024-2025
Doctors' feesExtraVictoria Hospital: physician fees are not included in its rates
Rates are subject to change. Unpaid City of Winnipeg EMS accounts sent to collections carry a 17% fee.

For example, suppose your mother has a fall in January and spends five days in hospital. At Victoria Hospital's ward rate for uninsured Canadians, that is $5,695 for the room alone, before the ambulance, imaging, surgery and each doctor's bill. Serious cases cost far more. IRCC's minimum is $100,000, and many families choose more.

Call the insurer's 24/7 line as soon as your parent is safe. It can deal with the hospital directly and, for minor problems, may point you to urgent care or a walk-in clinic instead of an emergency department.

Winnipeg emergency departments and urgent care

Winnipeg has three adult emergency departments and several urgent care centres. Urgent care treats serious but not life-threatening problems; for a heart attack, stroke or major injury, call 911.

Manitoba Health publishes weekly emergency and urgent care statistics by site, which give a sense of typical waits.

Keep the paperwork. Ask for itemized bills, receipts and the discharge summary at every visit. The insurer needs them for the claim.

Prairie winters, lake country and long stays

Winnipeg winters are cold and icy. Falls on ice are a real risk for older visitors. If your parent will spend the winter here, compare deductibles: the deductible usually applies per claim, and one fall can mean several bills.

Trips within Canada are covered, including cottage weekends at Gimli, Grand Beach or the Whiteshell, and visits to family in Brandon or Steinbach. Remote lakes can be far from a hospital; keep the insurer's number and the policy number in your parent's phone.

Each entry needs a valid policy. IRCC's checklist says the insurance must be valid for each entry, so if your parent goes home and comes back, check the policy dates before booking the return flight.

Questions Winnipeg families ask

General questions are in the full Super Visa insurance FAQ.

Can my parents get Manitoba Health coverage while visiting Winnipeg?

No. Manitoba Health lists tourists, transients and visitors as not eligible, and a Super Visa parent is a visitor.

Coverage is for citizens, permanent residents and certain permit holders who live in Manitoba. That is why IRCC requires private insurance.

Can an advisor in Ontario sell us Super Visa insurance in Manitoba?

Only if they are licensed in Manitoba. Pankaj Bhatia holds a Manitoba licence as well as Ontario and five other provinces.

Winnipeg families compare and buy online here and get the documents by email for the IRCC application. Questions, refunds and claims are handled by phone, WhatsApp or video call.

My parents fly to Toronto, then on to Winnipeg the next day. Which date starts the policy?

The Toronto arrival date. That is where they enter Canada.

IRCC requires coverage for at least one year from the date of entry. A policy starting on the Winnipeg date would leave the night in Toronto uncovered. Use the entry-date checker.

How much is an ambulance in Winnipeg for a visitor?

The City of Winnipeg lists $1,100 for an emergency ambulance with transport in its "Other" category in 2026, against $250 for a Manitoba resident.

Treatment by paramedics without transport is $424 in the "Other" category. Visitor plans usually list ambulance services as covered emergency care; check the policy wording.

Should my parent go to urgent care or an emergency department?

Urgent care for problems that are serious but not life-threatening; an emergency department, or 911, for anything life-threatening.

Winnipeg's adult emergency departments are at HSC, St. Boniface and Grace. Urgent care is at Seven Oaks, Victoria and Concordia. Call the insurer's line first when you can.

What does a hospital stay cost without coverage in Winnipeg?

Victoria Hospital lists $1,139 a day for a regular ward bed for uninsured Canadians (2024-2025), before doctors' fees.

Its urgent care visit is $440 plus imaging. These are rates for uninsured Canadians; a visitor from outside Canada should ask the hospital or the insurer for the non-resident rate.

Is Super Visa insurance cheaper in Manitoba?

No. Insurers price on age, health, coverage and deductible, the same across provinces.

Price tables by age are on the Super Visa insurance cost page, and the live quote above shows current prices.

We live in Brandon or Steinbach, not Winnipeg. Can we still buy here?

Yes. Pankaj's Manitoba licence covers the whole province.

The Manitoba Health rules on this page apply everywhere in Manitoba. Hospital and ambulance charges outside Winnipeg are set locally, so check with the regional health authority.
